A.Consideration of a motion to accept the city clerk’s certification to City Council of sufficient valid signatures on a petition to AMEND a code section to subject prohibited items to prioritized removal within five hundred feet of a school or fifty feet of a multiuse path (aka "Safe Zones 4 Kids"), and direct staff to develop an ordinance placing the matter on the ballot including a proposed ballot title for council’s consideration
B.Consideration of a motion to accept the city clerk’s certification to City Council of sufficient valid signatures on a petition to extend an existing tax that currently funds fire, police, human services, arts and cultural programs, parks and other general fund services   and earmark the revenue from this tax extension to solely fund arts, culture, and heritage (aka "Arts for Boulder"), and direct staff to develop an ordinance placing the matter on the ballot including a proposed ballot title for council’s consideration

Introduction, first reading, and consideration of a motion to order published by title only Ordinance 8584, amending Sections 4-2-3, “Authority to Issue City Licenses,” and 4-20-2, “Alcohol and Fermented Malt Beverage License and Application Fees,” B.R.C 1981, to update the City’s Art Gallery Permit regulations related to Colorado House Bill 23-1061; and setting forth related details

D.Introduction, first reading, and consideration of a motion to order published by title only Ordinance 8586 submitting to the qualified electors of the city of Boulder at the General Municipal Coordinated Election to be held on Tuesday, November 7, 2023, the question of whether or not to amend Section 8-3-21, “Prohibited Items,” B.R.C. 1981, to prioritize removal of prohibited items, such as tents, temporary structures, or propane tanks, within five hundred feet of a school or fifty feet of any multi-use path or sidewalk; specifying the form of the ballot and other election procedures; and setting forth related details
E.Introduction, first reading, and consideration of a motion to order published by title only Ordinance 8587 submitting to the registered electors of the city of Boulder at the General Municipal Coordinated Election to be held on Tuesday, November 7, 2023, the question of whether to amend Sections 27, 37, 39, 46, and 57 of the Boulder Home Rule Charter to specify that state law applies to charter changes, give the city clerk additional time to process petitions, and changes to other election procedures; specifying the form of the ballot and other election procedures; and setting forth related details

Introduction, first reading, and consideration of a motion to order published by title only Ordinance 8588 submitting to the registered electors of the city of Boulder at the General Municipal Coordinated Election to be held on Tuesday November 7, 2023, the question of, without raising additional taxes, extending the existing 0.15 cents city Sales and Use Tax approved by the voters by Ordinance 7300 beyond the current expiration date of December 31, 2024, until December 31, 2044, to fund fire and emergency response services, public safety services, homelessness solutions and services, arts and cultural programs, parks, and other general fund purposes; as a voter approved revenue change; specifying the form of the ballot and other election procedures; and setting forth related details;
