Consideration of a motion to approve the disposal of approximately 0.24 acres of open space land from the Starek South Conservation Easement property located at 308 Arapahoe, Boulder, Colorado, pursuant to Charter Sec. 177, B.R.C. 1981, and convey this city-owned land to Arapahoe West, LLC and add it to the Starek South Conservation Easement property by an amended and restated conservation easement;

2. Consideration of a motion to approve the acquisition of approximately 0.21 acres of land from Arapahoe West, LLC for open space purposes;

G.Consideration of a motion to adopt Resolution 1304 authorizing the form of the Notice of Bond Sale for the 2022 Bonds; prescribing certain details concerning the proposed competitive sale of the 2022 Bonds; approving the form of a Preliminary Official Statement; and providing the effective date of the Resolution, which Resolution in connection with the competitive sale of the 2022 Water and Sewer Revenue Bonds authorized by Ordinance 8518 adopted by emergency on April 5, 2022

A.Vacation of a portion of a utility easement at 1580 Redwood Avenue (ADR2021-00027)
B.Site and Use Review for redevelopment of the property located at 770 28th St. the former Best Western Plus Boulder Inn, into a mixed-use project that includes a three-story student apartment building with 96, four-bedroom units along with a ground level amenity space, common areas, and below grade parking.  The existing five-story office building located on the east end of the site at 777 29th St. will remain.  The proposal includes landscape improvements for shared open space between the apartments and the existing office building.  The applicant is proposing a 55 percent parking reduction.  A solar exception is requested due to topographic variation from the site to the property to the north and resulting in a minor encroachment of shadows on adjacent property within Solar Access Area II, solar fence. Boulder 8 TV (Comcast channels 8 and 880) is now providing closed captioning for all live meetings that are aired on the channels.
